4 pieces of election threat legislation
Arizona election threats have introduced legislation that would make it difficult to vote. Here are 4 bills you should know about:
-
HCR 2033
A legislative Resolution to decertify Arizona's Presidential Electors in 2020 based on lies about vote tampering in the presidential election.
Cosponsored by 9 Election Threats:
-
HB 2322
Would have put observers appointed by each party in charge of voter signature verification, giving the observers the ability to challenge the decisions of election workers at polling places and voting centers. This was ultimately vetoed by the governor.
Cosponsored by 9 Election Threats:
-
HB 2238
Would have eliminated unmonitored ballot drop boxes, thus making it more difficult for people to vote.
Cosponsored by 9 Election Threats:

Hildy Angius
Mohave County Board of Supervisors | District 2
Evidence of Election Denialism
Angius initially voted against certifying election results in the weeks immediately following the 2020 election, but soon after voted to certify results.
After Election Day in 2022, Angius opposed the election certification vote of the County Board of Supervisors, saying her vote to certify the election results was done “under duress for the chaos Maricopa County has forced into our election process.”
Angius promoted a video claiming election fraud in February 2020 titled “Justified: The Story of America’s Audit,” on social media. In August 2022 she promoted a statement from the Mohave County Assessor stating, “our county is not the enemy… other counties are, but not Mohave.”
Potential Impact
As a member of the board of supervisors, and potential member of the AZ state senate, Angius’ opposition to election certification votes and unsubstantiated claims of election fraud may create significant challenges for effective governance. Her conspiracy theories and eagerness to spread misinformation is dangerously misleading, and harms public perception of election integrity.

Won 13,519 votes in her most recent election for county board of supervisors in 2020 -
Bob Bartelsmeyer
La Paz County Elections Director
Evidence of Election Denialism
Publicly shared posts on his personal Facebook page “supporting Trump’s allegations of fraud and promoting the lie that Dominion voting machines manipulated the outcome [of the 2020 election]”.
Potential Impact
As an elections director for La Paz county, and previously Cochise county, Bartelsmeyer’s responsibilities include overseeing the voter registration of thousands across AZ, conducting smooth and transparent elections, and protecting election security. Having an election denier in this role has the potential to harm the above processes, ultimately undermining the security and honesty of elections and potentially upending election laws and standards.

Ken Bennett *
State Senator | District 1
Evidence of Election Denialism
Characterized the election audit team’s conclusions as “questions” and “concerns” rather than as definitive findings
Spread dubious claims about the elections in Maricopa county in his role as the Arizona Senate’s liaison to the cybersecurity contractor which conducted dubious “audits” of the election.
*Bennett has agreed that Joe Biden is the legitimately elected president
Potential Impact
Cosponsored SB 1595, which would have shortened the deadline to drop off a mail-in ballot from 7 p.m. on Election Day to 7 p.m. on the Friday before Election Day. If deposited any time after 7 p.m. on that Friday, SB 1595 would have required a voter to present identification and sign the poll book before depositing.
Cosponsored SB 1324 which sought to make each ballot into a publicly-viewable digital image when the ballot is tabulated, alongside the record of how machines counted the votes on each ballot, and a list of all registered voters, providing fodder for conspiratorial fraudits.

In a two-way race in 2022, Bennett won the seat with 82,234 votes, or 67.2%. He won 42,178 more votes than his Democrat opponent. -
Leo Biasiucci
Majority Leader, House of Representatives, State Representative | District 30
Evidence of Election Denialism
Co-sponsored HCR 2033, a legislative resolution to decertify Arizona’s presidential electors in 2020 based on lies about vote tampering in the presidential election.
Signed onto a letter to Congress asking that 11 alternate electors be accepted for Trump, or alternatively to nullify all of Arizona’s electoral votes pending an audit of the election.
Attended a daylong hearing with Rudy Giuliani and Jenna Ellis in November 2020, where they perpetuated misinformation and conspiracy theories about the 2020 election outcome.
Potential Impact
As the Majority Leader, Biasiucci holds outsized influence over all legislation that comes to a vote in the Arizona House of Representatives and is able, to a large extent, to prevent pro-voting legislation from receiving a vote. He is also able to force on-the-record votes of anti-democracy legislation.
If HCR 2033 were given the force of law, a constitutional crisis would likely have unfolded, throwing the ultimate outcome of the election process into doubt.
If Congress had accepted false electors or agreed to nullify Arizona’s electors pending an unnecessary audit of the election, a constitutional crisis would likely have unfolded.
Co-sponsored HB 2794, passed into law 5/24/21, which made it a felony for officials to alter any election deadline under any circumstances, including deadlines for receipt of absentee ballots during public health emergencies. In the event of another pandemic, no official in Arizona will be able to extend or alter any election-related timelines, no matter how dangerous voting in person becomes.

Biasiucci ran alongside another Republican for the two seats in 2022. He won 63,416 votes, or 56.3%. -
Selina Bliss
State Representative | District 1
Evidence of Election Denialism
Ran for office on a platform to “Restore Election Integrity” and cast doubt on the validity of the 2022 election, saying “Though the numbers are correct, in the recount, there’s still a doubt out there as to who won”.
Potential Impact
If Bliss pushes forward on her policy proposals for her platform, she may try to implement measures like electronic adjudication of ballots, ballot images, audit prior to certification, activating mailed ballots by phone, and more strict requirements for voter ID.
She was a sponsor of bill HB 2322 which would have put observers appointed by each party in charge of voter signature verification, giving the observers the ability to challenge the decisions of election workers at polling places and voting centers. This was ultimately vetoed by the governor.
Candidacy
Running for reelection in 2024Selected Sources
In a four-way race for two seats in 2022, Bliss was the second-highest top vote earner with 74,731 votes, or 33.0%. She won 35,066 more votes than the best-performing Democrat. -
Shawnna Bolick
State Senator | District 2
Evidence of Election Denialism
Repeatedly denied the validity of the 2020 election and urged Congress to throw out the 2020 presidential election results
Introduced legislation in January 2021 to rewrite the election laws in Arizona to give lawmakers the power to reject the election results “at any time before the presidential inauguration.”
Potential Impact
Co-sponsored the failed bill HB 2786, which would have banned ballot drop boxes in counties with a population over a million, making it harder for people to vote.
Bolick co-sponsored HB 2794, passed into law 5/24/21, which made it a felony for officials to alter any election deadline under any circumstances, including deadlines for receipt of absentee ballots during public health emergencies. In the event of another pandemic, no official in Arizona will be able to extend or alter any election-related timelines, no matter how dangerous voting in person becomes.

Bolick was appointed by the Maricopa County Board of Supervisors to fill an Arizona Senate seat vacated by former Sen. Steve Kaiser. -
Sonny Borrelli
Majority Leader, State Senator | District 30
Evidence of Election Denialism
Signed onto a January 5, 2021 letter to Vice President Pence urging him to halt certification of the electoral college
Co-sponsored HCR 2033, a legislative resolution to decertify Arizona’s presidential electors in 2020 based on lies about vote tampering in the presidential election.
Posted on social media supporting “stop the steal” narratives.
Active in the wider movement to overturn election results, including attending a daylong hearing with Rudy Guiliani and Jenna Ellis in November 2020, where they perpetuated misinformation and conspiracy theories about the 2020 election outcome.
Potential Impact
As the Majority Leader, Borrelli holds outsized influence over all legislation that comes to a vote in the Arizona State Senate and is able, to a large extent, to prevent pro-voting legislation from receiving a vote. He is also able to force on-the-record votes of anti-democracy legislation.
If VP Pence had attempted to halt the certification process, a constitutional crisis would likely have unfolded, throwing the ultimate outcome of the election process into doubt.
If HCR 2033 were given the force of law, a constitutional crisis would likely have unfolded, throwing the ultimate outcome of the election process into doubt.

Neal Carter
State Representative | District 15
Evidence of Election Denialism
Co-sponsored HCR 2033, a legislative resolution to decertify Arizona’s presidential electors in 2020 based on lies about vote tampering in the presidential election.
Potential Impact
If HCR 2033 were given the force of law, a constitutional crisis would likely have unfolded, throwing the ultimate outcome of the election process into doubt.
Co-sponsored HB 2492 (2021), which would expand the proof of citizenship requirement to vote by also covering “presidential elections and also requires proof of citizenship to be eligible to vote by mail. Further, HB 2492 could be an attempt to push the Supreme Court to further erode voting rights.“
Candidacy
Running for reelection in 2024Selected Sources
Carter ran alongside another Republican for the two seats in 2022. He won 53,883 votes, or 48%. -
Kevin Cavanaugh
County Board of Supervisors for Pinal County | District 1
Evidence of Election Denialism
After the 2022 election, he advocated for dismantling voting machines and promoted misinformation about the election being stolen and voting machines being unreliable.
Potential Impact
Invalidating just 13.9% of Biden’s votes in Pinal County alone would have erased his statewide margin and given Arizona’s electors to Trump. Because Biden voters were overwhelmingly more likely to vote early than Trump voters (86% vs. 74%), there would be greater ability and motivation to suppress early voting ballots.
Candidacy
Cavanaugh is running for Sheriff of Pinal County in 2024Selected Sources
Cavanaugh won 10,152 votes, or 50.1% of the vote in 2020. He won only 432 more votes than his opponent, a Democrat named Pete Rios. -
Joseph Chaplik
State Representative | District 3
Evidence of Election Denialism
Co-sponsored HCR 2033, a legislative resolution to decertify Arizona’s presidential electors in 2020 based on lies about vote tampering in the presidential election.
Chaplik joined Senator Townsend’s letter in support of accepting the false electors and joined calls for a 50-state audit of the 2020 election and possible decertification of the results.
Potential Impact
If HCR 2033 were given the force of law, a constitutional crisis would likely have unfolded, throwing the ultimate outcome of the election process into doubt.
Chaplik co-sponsored HB 2794, passed into law 5/24/21, which made it a felony for officials to alter any election deadline under any circumstances, including deadlines for receipt of absentee ballots during public health emergencies.
